Generally, a balcony is suspended over an open space (think of the Pope speaking at the Vatican or Mardi Gras revelers in New Orleans).
A terrace, on the other hand, is a porch; it's on the ground, usually on sloping land, and often with a surrounding low wall.
So a balcony by definition would be on an upper floor while a terrace would be on a ground floor.
